In November 2017 a working meeting was held in Ivano-Frankivsk “Center for the Development of Local Self-Government” on “Improving the Long-Term Plan for the Formation of Territorial Communities in the Ivano-Frankivsk Oblast (eliminating” white spots “)” in the part of the Dolynsky, Rozhnyatovsky, Kalush, Rogatinsky and Galician districts.
Participation in the event was taken by the adviser of the chairman of the Ivano-Frankivsk Regional State Administration Valery Kretsul, the deputy of the regional council Vasyl Melnychuk, members of the working group on the elaboration of a long-term plan, heads of district executive bodies and local self-government bodies.
Ruslan Panasyuk, Director of the IF Corps of RCCs, outlined the general principles of formation and ways to improve the long-term plan. Valeriy Kretsul, the advisor to the chairman of the Ivano-Frankivsk Oblast State Administration, Valery Kretsul, stressed the need to complete the formation of a long-term plan for united communities in the Dolinsky, Rozhnyatovsky, Kalush and Galician districts by finding alternatives for communities that, as of today, have not yet been decided. At the same time, he noted that in conditions of deepening decentralization and ensuring the independence of local budgets and strengthening the financial capacity of OTG, “white spots” in the graphic part of the long-term plan for the formation of territories of communities in Ivano-Frankivsk region can not be.
Maxim Chope, Counsel for Decentralization, presented the achievements of decentralization reform in Ukraine and in the Carpathian region. In addition, the participants of the meeting discussed the issues of the current long-term plan, proposed ways to improve it, taking into account the opinion of the inhabitants of the territorial communities.
