In the framework of the project “Development of the course for strengthening local self-government in Ukraine” (PULS), implemented by the Association of Ukrainian Cities with the support of USAID, a workshop on the implementation of legislation on the “Organization of work of newly formed united territorial communities” was held in the Ivano-Frankivsk Regional State Administration.
The workshop was jointly held by the Ivano-Frankivsk Regional State Administration, the Regional State Administration and the Center for the Development of Local Self-Government. The event was attended by deputy head of the regional state administration Bogdan Kobilyansky, heads of structural units of the RSA, territorial bodies of ministries, other central executive authorities, executive director of the Ivano-Frankivsk regional department of the Association of Ukrainian Cities Yuriy Stefanchuk, head of the Center for Local Self-Government Development Ruslan Panasyuk, united territorial communities, representatives of rayon state administrations and experts.
According to Yuriy Stefanchuk, who opened the event, the formation of 23 united territorial communities in the Carpathian region is a joint achievement of the communities, the Region State Administration, the Association of Ukrainian Cities and the Center for the Development of Local Self-Government. Bohdan Kobilyansky, speaking to the audience, emphasized that the 8 united territorial communities were capable and self-sufficient. It is noteworthy that strong leaders have won in these communities, most of whom still held high positions in local government and executive bodies. It is important for newly formed communities to successfully develop and rebuild their territories. And Ruslan Panasyuk predicted that working with newly elected heads would be very easy, since they are genuine specialists in their business. “Money does not solve problems in united territorial communities, not geographic location, but strong leaders”, – emphasized Ruslan Panasyuk. In his opinion, new community leaders will be able to make them successful, develop them comprehensively and take care of improving the quality of life of people.
On the order of holding the first sessions in the united territorial communities, the newly elected heads of the legal adviser of the Center for Local Self-Government Development, Mykhailo Ivashkiv, who emphasized the formation of the traditions of holding the sessions of the OTG councils, the general scenario of the session, regulations, etc., were informed.
Regional Legal Consultant (PULS project, implemented by the Association of Ukrainian Cities with the support of USAID) Maria Baran in her speech focused on the peculiarities of the formation of the structure of the executive apparatus of united territorial communities. In particular, she emphasized which departments and management may be formed by the newly elected council in the united territorial communities, whose legal status may be the departments and management of the executive committee of the council of the united territorial community, who decide to approve the provisions on the department or management of the executive committee of the united territorial communities Council and the structural components of such regulations, which is controlled by the department or the management of the executive committee of the council, etc. Summing up, Maria Baran noted: “Despite the fact that united territorial community has the right to form the structure and states independently, the question remains to be kept in control – the optimal number of united territorial communities employees and spend on the maintenance of the device no more than 20-25 percent of the income united territorial communities “.
Anatoly Melnychuk, the head of the personnel department of the Regional State Administration, dwell on problematic issues in the context of personnel appointments in the OTG. He also drew attention to the following way of preventing corruption as an electronic declaration.
Olga Savyuk, Head of the State Registration Department of the Main Territorial Department of Justice in the region, announced the registration of the united territorial communities and the termination of the activity of village councils united by the Deputy Chief of the Main Territorial Administration. And about the order of completion of the fiscal year 2017 and the drafting of the budgets of the united territorial communities for 2018 and the opening of treasury accounts was informed by the head of the budget department of the Finance Department of the Regional State Administration, the deputy director of the department.

Volodymyr Popovych, the Deputy Director of the Department – the Head of the Department for Economic Development of the Department of Economic Development, Industry and Infrastructure of the ODA, focused his attention on the preparation of projects for programs of socio-economic and cultural development of united territorial communities in 2018 and the organization of the work of the centers for the provision of administrative services. Larisa Zikova, the head of the department for development and support of regional programs of regional development management of the Department of Construction, Housing, Communal Services, Urban Development and Architecture of the Regional State Administration, explained how to prepare project applications for the use of state infrastructure subventions in 2018, explained the representatives of the united communities.
Summing up the event, Yuriy Stefanchuk noted that the success of the united territorial community depends to a large extent on the team of professionals who will assume responsibility for its functioning.
